Preferences of Authorities

Usually authorities have preferences in terms of a flood measure’s characteristics that are interconnected with an area’s particular vulnerabilities and specific economic and political circumstances. In the following questions you may compare pair wise, the importance of the different characteristics of a flood measure e.g. is it more important to implement engineering or operational flood measures, is it more important to focus on mitigation or adaptation etc. The results will be used in estimating the preferences of the agent that simulates the decision making process of the Municipal and the Regional Authority. You may choose that the two Authorities may have the same or different preferences.
